Yes there is a difference. Sealing or sealcoating is a process that involves spraying 2 black liquid layers on top of existing asphalt to seal and fill any small cracks. This helps maintain the asphalt and expand its longevity. This should be done only if the existing asphalt structure is still good and has minor cracks.
Resurfacing is the process of overlaying a layer of asphalt overtop of existing asphalt. This is usually done when the base underneath the asphalt is still solid and the top layer of asphalt is in need of repairs.
